NEW MEXICO...THE GUADALUPE AND DAVIS MOUNTAINS...VAN HORN REGION...
MOST OF THE TRANS PECOS... AND THE PERMIAN BASIN...

.REMNANTS OF TROPICAL STORM ODILE CONTINUE TO SLOWLY DRIFT EAST OVER
THE REGION.  THESE REMNANTS... ALONG WITH ADDITIONAL MOISTURE FROM
T.S. POLO... WILL CONTINUE TO KEEP LOCALLY AVAILABLE MOISTURE WELL
ABOVE NORMAL.  HEAVY RAIN HAS ALREADY FALLEN OVER PARTS OF THE AREA
DURING THE PAST COUPLE OF DAYS WITH THE POTENTIAL FOR ADDITIONAL
HEAVY RAIN OVER THESE SAME AREAS TODAY.  MODERATE TO HEAVY RAINFALL
IS POSSIBLE... AND WITH THE GROUND SATURATED IN MANY AREAS...
ADDITIONAL FLASH FLOODING WILL BE POSSIBLE ACROSS SOUTHEAST NEW

  WITH ISOLATED AMOUNTS OF 3 OR GREATER.

* FLOODING OF CREEKS...ARROYOS...LOW WATER CROSSINGS AND CITY
  STREETS WILL BE POSSIBLE.

A FLASH FLOOD WATCH MEANS THAT CONDITIONS MAY DEVELOP THAT LEAD

  NORTHERN REEVES COUNTY IN SOUTHWEST TEXAS...
  NORTHEASTERN CULBERSON COUNTY IN SOUTHWEST TEXAS...
  SOUTHERN LEA COUNTY IN SOUTHEAST NEW MEXICO...
  SOUTHEASTERN EDDY COUNTY IN SOUTHEAST NEW MEXICO...

* UNTIL 1030 AM CDT/930 AM MDT/

* AT 526 AM CDT...FLOODING OF RURAL ROADWAYS...LOW LYING
  AREAS...NORMALLY DRY CREEKS...AND ARROYOS...AND RIVERS
  ARE STILL A CONCERN. EVEN THOUGH HEAVY RAIN HAS MOVED OUT
  OF THE AREA THERE IS STILL HIGH WATER AND IT WILL TAKE MORE
  TIME FOR THE WATER TO RUNOFF. HIGHWAY 302 AT THE PECOS RIVER IS
  FLOODED AND CLOSED. MOST OTHER ROADS ARE OPEN IN THE AREA BUT
  LOW WATER CROSSINGS ON RURAL ROADS MAY BE IMPASSABLE. THE PECOS
  RIVER IS RUNNING HIGH FROM RED BLUFF TO MENTONE. THE IMPACTS
  ARE NOT EXACTLY KNOWN FARTHER SOUTH BUT THERE ARE CONCERNS FOR
  FLOODING ALONG THE PECOS FROM MENTONE TO NEAR RAILROAD CROSSING
  JUST NORTH OF INTERSTATE 20.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

MOST FLOODING DEATHS ARE PREVENTABLE... AND MANY OCCUR WHEN MOTORISTS
DRIVE ACROSS FLOODED ROADWAYS. IT IS NEVER SAFE TO DRIVE ON FLOODED
ROADS. IT TAKES ONLY A FEW INCHES OF RAPIDLY FLOWING WATER TO QUICKLY
CARRY AWAY YOUR VEHICLE. TURN AROUND...DONT DROWN.

MOUNTAIN CHAIN EARLY THIS MORNING. VISIBILITIES LESS THAN 1/2 MILE
WILL IMPACT AREAS NEAR LAS VEGAS...CLINES CORNERS AND BETWEEN
RUIDOSO AND ROSWELL. AS THE DAY PROGRESSES...RESIDUAL MOISTURE
WILL FUEL ISOLATED SLOW-MOVING THUNDERSTORMS DURING THE AFTERNOON
AND EVENING FAVORING THE SOUTHEAST QUARTER AND UPPER GILA REGION.
LOCALIZED FLOODING WILL BE POSSIBLE.

.DAYS TWO THROUGH SEVEN...SUNDAY THROUGH FRIDAY

SUNDAY AND SUNDAY EVENING...A LOW PRESSURE SYSTEM PASSING NORTH
OF NEW MEXICO WILL DRAW MOISTURE NORTHWARD AND WESTWARD LEADING TO
AN OVERALL UPTICK IN SHOWER AND THUNDERSTORM COVERAGE. STORM
MOTIONS WILL GENERALLY BE TOWARD THE EAST-NORTHEAST...BUT SLOW
ENOUGH TO RESULT IN A LOCALIZED FLOOD THREAT WITH THE POTENTIAL
FOR FLASH FLOODING BELOW BURN SCARS. THE FAVORED AREA FOR LOCALLY
HEAVY RAIN AND MINOR FLOODING WILL SHIFT EASTWARD MONDAY...ALIGNING
FROM SOUTHWEST TO NORTHEAST ACROSS THE AREA. LOW GRADE MONSOON
FORECAST WILL THEN DOMINATE MID TO LATE WEEK.

NUMEROUS SHOWERS AND THUNDERSTORMS WITH HEAVY RAINFALL ARE ANTICIPATED
AGAIN TODAY AND TONIGHT ACROSS SOUTHEAST NEW MEXICO AND MUCH OF WEST
TEXAS...RESULTING IN FLASH FLOODING IN MANY AREAS.  AS A RESULT...A FLASH
FLOOD WATCH IS IN EFFECT FOR THE GUADALUPE...DAVIS...AND APACHE
MOUNTAINS...SOUTHEAST NEW MEXICO AND WESTERN LOW ROLLING PLAINS...VAN
HORN AND THE HIGHWAY 54 CORRIDOR...REEVES COUNTY AND THE UPPER TRANS
PECOS...AND PERMIAN BASIN.  ABUNDANT RAINFALL HAS ALREADY FALLEN IN THESE
AREAS OVER THE PAST FEW DAYS...SO LITTLE ADDITIONAL RAINFALL WILL BE
NEEDED TO PROMOTE EFFICIENT FLASH FLOODING.

IN ADDITION TO HEAVY RAINFALL...SOME OF THE STRONGER STORMS MAY BE
ACCOMPANIED BY GUSTY WINDS AND SMALL HAIL.

ELEVATED FLOWS WILL CONTINUE ALONG THE RIO GRANDE TODAY AND TONIGHT
DUE TO RELEASES FROM RESERVOIRS IN MEXICO AND HEAVY RAINFALL ON BOTH
SIDES OF THE RIVER.  TRIBUTARIES AND ARROYOS TO THE PECOS RIVER...SUCH
AS THE RIO PENASCO...FOUR MILE DRAW...SOUTH SEVEN RIVERS...ROCKY ARROYO...
DARK CANYON...BLACK RIVER...DELAWARE RIVER...AND WALNUT CANYON WILL
REMAIN ELEVATED DUE TO HEAVY RAINFALL.

.DAYS TWO THROUGH SEVEN...SATURDAY THROUGH THURSDAY

SHOWERS AND THUNDERSTORMS ARE EXPECTED THROUGH THE WEEKEND.  AS A RESULT..THE
FLASH FLOOD WATCH COULD BE EXTENDED THROUGH SATURDAY IF NOT SUNDAY.

THE RIO GRANDE...PECOS RIVER...AND ASSOCIATED TRIBUTARIES AND ARROYOS

TRAVELING. THE PATCHY NATURE OF THE FOG WILL DROP VISIBILITIES
QUICKLY IN A SHORT DISTANCE. IN ADDITION...VISIBILITIES MAY BECOME
