Around the world, twice daily, weather balloons are launched into the atmosphere. These balloons measure, temperature, wet-bulb temperature, and air pressure as they ascend. The balloons are tracked with radar to determine the wind speed and direction. All this information is used by computers to help arrive at your weather forecast.

Eventually the balloons pop and the recording instrument returns to Earth thanks to a parachute. The recording instruments can be reused. If you find one, mail it back to the National Weather Service in the enclosed mail pouch attached to the recording instrument.
