...NOVEMBER 1999 ENDS AMONG THE WARMEST AND DRIEST ON RECORD...

LA NINA CONTINUED THROUGH THE MONTH OF NOVEMBER... PRODUCING 
CHARACTERISTICALLY WARM AND DRY CONDITIONS IN BOTH ABILENE AND SAN 
ANGELO. PARTS OF WEST CENTRAL TEXAS RECEIVED SMALL AMOUNTS OF RAIN... 
EVEN A BRIEF EPISODE OF SLEET AT SOME LOCATIONS... ON THE 24TH. 
MEASURABLE RAINFALL WAS CONFINED TO AN AREA EAST OF A LINE FROM 
ABILENE TO SAN ANGELO TO SONORA.

ABILENE OFFICIALLY RECEIVED NO PRECIPITATION IN THE MONTH OF 
NOVEMBER... TYING WITH 1949 FOR THE DRIEST NOVEMBER SINCE 1886. NORMAL 
NOVEMBER RAINFALL IS 1.48 INCHES. SO FAR THIS YEAR... ABILENE HAS 
RECEIVED ONLY 16.32 INCHES OF PRECIPITATION... WHICH IS 7.05 INCHES 
BELOW NORMAL FOR THE YEAR THUS FAR.

THOUGH SAN ANGELO OFFICIALLY RECEIVED ONLY A TRACE OF RAINFALL ON THE 
24TH... A TRACE OF NOVEMBER PRECIPITATION ALSO OCCURRED IN TEN 
PREVIOUS YEARS... AND NO PRECIPITATION OCCURRED IN SEVEN PREVIOUS 
YEARS SINCE 1867. NORMAL PRECIPITATION FOR THE MONTH OF NOVEMBER IN 
SAN ANGELO IS 1.08 INCHES. SO FAR THIS YEAR SAN ANGELO HAS RECEIVED 
13.43 INCHES... WHICH IS 6.23 INCHES BELOW NORMAL.

WARM CONDITIONS PREVAILED IN BOTH ABILENE AND SAN ANGELO DURING 
NOVEMBER. ABILENE HAD AN AVERAGE TEMPERATURE OF 59.8... WHICH IS 4.9 
DEGREES ABOVE NORMAL.  SAN ANGELO HAD AN AVERAGE MONTHLY TEMPERATURE 
OF 59.1 DEGREES... WHICH IS 3.7 DEGREES ABOVE NORMAL. THIS MAKES THIS 
NOVEMBER THE FOURTH WARMEST SINCE 1886 IN ABILENE AND THE FIFTH 
WARMEST ON RECORD SINCE 1907 IN SAN ANGELO.

THE FIRST FREEZE OF THE SEASON OCCURRED IN LATE NOVEMBER FOR BOTH 
ABILENE AND SAN ANGELO.  AT ABILENE...THE FIRST FREEZE OCCURRED ON 
NOVEMBER 24TH...WITH A LOW TEMPERATURE OF 32 DEGREES. THE AVERAGE 
DATE FOR THE FIRST FREEZE IS NOVEMBER 19TH. THE FREEZE FREE PERIOD 
AT ABILENE THIS YEAR WAS 253 DAYS...COMPARED TO THE NORMAL OF 240 
DAYS. AT SAN ANGELO...THE FIRST FREEZE OCCURRED ON NOVEMBER 
25TH...WITH A LOW TEMPERATURE OF 27 DEGREES. THE AVERAGE DATE FOR 
THE FIRST FREEZE IS NOVEMBER 15TH. THE FREEZE FREE PERIOD AT SAN 
ANGELO THIS YEAR WAS 222 DAYS...COMPARED TO THE NORMAL OF 231 DAYS.

THE NOAA CLIMATE PREDICTION CENTER CONTINUES TO FORECAST A 
CONTINUATION OF ABOVE NORMAL TEMPERATURES AND BELOW NORMAL 
PRECIPITATION THROUGH THE WINTER MONTHS. TEMPERATURES AND 
PRECIPITATION ARE EXPECTED TO TREND TOWARD NORMAL BY SUMMER AS THE 
CURRENT LA NINA EPISODE BEGINS TO WANE.
