The Kellums record river and rainfall data for the Alto, TX, area. They provide a written record each month to the Shreveport Forecast Office, then the data is sent to the National Climatic Data Center in Asheville, NC, where the data are archived and published. In addition, when precipitation or flooding does occur, they report the amount of precipitation or flooding via phone to a computer in the Shreveport Forecast Office. That report is then relayed to the forecasters, the River Forecast Office, and the U.S. Corps of Engineers for use in flash flood forecasting and flood control planning.
