* TIMING...SUNDAY INTO SUNDAY NIGHT.

* IMPACTS...SPORADIC POWER OUTAGES ARE POSSIBLE DUE TO THE
  SATURATED SOILS FROM RECENT RAINFALL MAKING TREES MORE
  SUSCEPTIBLE TO FALLING. STRONG WINDS WILL BLOW AROUND LOOSE
  OBJECTS AND CREATE ADVERSE DRIVING CONDITIONS FOR HIGH PROFILE
  VEHICLES.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A HIGH WIND WARNING MEANS A HAZARDOUS HIGH WIND EVENT IS EXPECTED
OR OCCURRING. SUSTAINED WIND SPEEDS OF AT LEAST 40 MPH OR GUSTS

...MODERATE COASTAL FLOODING POSSIBLE SUNDAY INTO MONDAY FOR THE
OUTER BANKS AND EASTERN CARTERET COUNTY...

.RAPIDLY STRENGTHENING LOW PRESSURE WILL DEVELOP OFF THE
SOUTHEAST COAST ON SUNDAY AND LIFT NORTHEASTWARD OFF THE NORTH
CAROLINA COAST SUNDAY NIGHT. THIS LOW WILL PRODUCE GALE TO STORM
FORCE NORTHERLY WINDS CREATING HIGH OCEAN SIDE WATER LEVELS ALONG
THE NORTHERN OUTER BANKS AND HIGH SOUNDSIDE WATER IN AREAS
ADJACENT TO THE SOUTHERN AND EASTERN PAMLICO SOUND SUNDAY INTO
MONDAY.

MONDAY...

THE NATIONAL WEATHER SERVICE IN NEWPORT/MOREHEAD CITY HAS ISSUED
A COASTAL FLOOD WARNING...WHICH IS IN EFFECT FROM 10 AM SUNDAY TO
4 PM EST MONDAY. THE COASTAL FLOOD WATCH IS NO LONGER IN EFFECT.

* LOCATION...AREAS ADJACENT TO THE PAMLICO SOUND FROM THE VICINITY
  OF COLLINGTON HARBOR SOUTH THROUGH OCRACOKE. OCEAN SIDE
  LOCATIONS FROM CAPE HATTERAS NORTH.

* COASTAL FLOODING...WATER LEVEL RISES OF 3 TO 5 FEET ABOVE NORMAL
  ARE POSSIBLE FOR SOUND SIDE LOCATIONS. FOR THE BEACHES WATER
  LEVEL RISES WILL BE 3 TO 5 FEET ABOVE NORMAL IN A COMBINATION OF
  STORM SURGE AND WAVE RUNUP...ESPECIALLY FROM CAPE HATTERAS
  NORTH. THERE WILL ALSO BE LARGE BATTERING WAVES RESULTING IN
  SIGNIFICANT EROSION AND SOME OVERWASH AND INUNDATION.

* TIMING...LATE SUNDAY MORNING THROUGH LATE MONDAY. IMPACTS OCEAN
  SIDE WILL PEAK WITH THE HIGH TIDE CYCLE MONDAY MORNING INTO
  EARLY AFTERNOON.

* IMPACTS...SIGNIFICANT EROSION...OCEAN OVERWASH...AND INUNDATION
  WILL BE POSSIBLE ALONG THE ENTIRE OUTER BANKS FROM CAPE HATTERAS
  NORTHWARD. VULNERABLE STRUCTURES IN THE SURF ZONE COULD SUSTAIN
  DAMAGE FROM THE LARGE BREAKING WAVES. HIGHWAY 12 WILL LIKELY
  BECOME INUNDATED AND POTENTIALLY IMPASSABLE IN TYPICALLY PRONE
  LOCATIONS FROM BOTH OCEAN AND SOUND SIDE FLOODING. MODERATE
  SOUND SIDE FLOODING COULD ALSO IMPACT ROADS AND PROPERTIES
  ADJACENT TO THE PAMLICO SOUND AND ITS TIDAL CREEKS. PORTIONS OF
  BUXTON...FRISCO...HATTERAS VILLAGE...AND OCRACOKE VILLAGE COULD
  SEE 1 TO 3 FEET OF INUNDATION ABOVE GROUND IN SPOTS.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A COASTAL FLOOD WARNING MEANS THAT FLOODING IS OCCURRING OR
IMMINENT. COASTAL RESIDENTS IN THE WARNED AREA SHOULD BE ALERT
FOR RISING WATER...AND TAKE APPROPRIATE ACTION TO PROTECT LIFE
AND PROPERTY.
