A PRACTICE/DEMONSTRATION NON-WEATHER EMERGENCY MESSAGE IS SCHEDULED
FOR DISTRIBUTION BY THE INDIAN RIVER COUNTY EMERGENCY MANAGEMENT
OFFICE ON WEDNESDAY AUGUST 13 2014. IF HAZARDOUS WEATHER THREATENS ON
AUGUST 13...THE DEMONSTRATION WILL TAKE PLACE ON THE BACKUP DATE OF
AUGUST 20 2014. THE PURPOSE OF THE MESSAGE WILL BE TO DEMONSTRATE
THE CAPABILITY TO DISTRIBUTE EMERGENCY MESSAGES TO THE PUBLIC USING
SYSTEMS IN PLACE WITHIN FLORIDA COUNTY EMERGENCY MANAGEMENT
OFFICES...THE NATIONAL WEATHER SERVICE /NWS/ AND THE U.S. DEPARTMENT
OF HOMELAND SECURITY. IN THE EVENT THE TEST IS POSTPONED FROM AUGUST
13 2014...A PUBLIC INFORMATION STATEMENT WILL BE ISSUED TO ANNOUNCE
THE POSTPONEMENT AND RESCHEDULING OF THE DEMONSTRATION TO AUGUST 20
2014.

THE NWS HAZCOLLECT SYSTEM WILL SEND THE PRACTICE/DEMONSTRATION NON-
WEATHER RELATED EMERGENCY TEXT PRODUCT WITH THE FOLLOWING WORLD
METEOROLOGICAL ORGANIZATION /WMO/ HEADING: WOUS42 KMLB

AWIPS IDENTIFIER /DMOMLB/ WILL BE INCLUDED IN EACH PRODUCT WHERE DMO
IS THE AWIPS PRODUCT CATEGORY FOR PRACTICE/DEMONSTRATION MESSAGE AND
MLB IS THE IDENTIFIER OF THE RELAYING NWS OFFICE.

DETAILS OF PRACTICE/DEMONSTRATION MESSAGES...

PLEASE PREPARE FOR TRANSMISSION OF PRACTICE/DEMONSTRATION MESSAGES ON
WEDNESDAY AUGUST 13 2014 AND BACKUP DATE OF AUGUST 20 2014 IN THE
EVENT OF A CRITICAL WEATHER DAY OR THE FORECAST OR OCCURRENCE OF
SEVERE WEATHER OR A NON-WEATHER EMERGENCY IN THE AREA OF THE
DEMONSTRATION. ALL PRACTICE/DEMONSTRATION MESSAGES WILL BE SENT AS
PRODUCT CATEGORY DMO TO MINIMIZE IMPACT ON USERS.

THE PRACTICE/DEMONSTRATION NON-WEATHER EMERGENCY MESSAGE WILL
BROADCAST NOAA WEATHER RADIO SPECIFIC AREA MESSAGE ENCODING /SAME/
TONES FOR THE CATEGORY DMO PRACTICE/DEMO MESSAGE. MOST WEATHER RADIO
AND PUBLIC ALERT RECEIVERS ARE DESIGNED NOT TO ALERT FOR THE DMO
PRACTICE/DEMO MESSAGE. CHECK YOUR RECEIVER/S USER MANUAL FOR DETAILS.
THE TEXT AND BROADCAST MESSAGE WILL CLEARLY INDICATE THAT IT IS A
PRACTICE/DEMONSTRATION TEST MESSAGE. THE DMO PRACTICE/DEMO MESSAGE
SHOULD BE RECEIVED AND NOTED IN STATION LOGS AT EMERGENCY ALERT
SYSTEM STATIONS...BUT SHOULD NOT BE BROADCAST OVER THE AIR.
