* IMPACTS...SUDDEN WIND GUSTS CAN CAUSE DRIVERS TO LOSE
  CONTROL... ESPECIALLY IN LIGHTWEIGHT OR HIGH PROFILE VEHICLES.
  STRONG WINDS CAN CAUSE BLOWING DUST...REDUCED VISIBILITY...AND
  FLYING DEBRIS.
