CONDITIONS SHOULD BE IMPROVE SHORTLY AFTER DAYBREAK. MOTORISTS
SHOULD BE ALERT FOR LOCALIZED REDUCED VISIBILITY...AND REDUCE
SPEED AS APPROPRIATE.
