...SEVERE TO EXTREME DROUGHT CONDITIONS CONTINUE IN NORTHWEST
CALIFORNIA...

SYNOPSIS...
NORTHWEST CALIFORNIA IS EXPERIENCING THE THIRD CONSECUTIVE BELOW
AVERAGE RAINFALL SEASON RESULTING IN A REDUCTION IN RESERVOIR
LEVELS...LOWERING GROUNDWATER LEVELS...AND DRIER THAN USUAL
VEGETATION. AS A RESULT...THERE ARE SIGNIFICANT LOCAL IMPACTS.

THE US DROUGHT MONITOR DEPICTS A SEVERE DROUGHT (CLASSIFICATION D2)
FOR DEL NORTE COUNTY AND EXTREME NORTHERN HUMBOLDT COUNTY.

THE US DROUGHT MONITOR DEPICTS AN EXTREME DROUGHT (CLASSIFICATION
D3)FOR THE REMAINDER OF HUMBOLDT COUNTY...TRINITY...AND MENDOCINO
COUNTIES.

SUMMARY OF IMPACTS...
AUGUST 28 2013...USDA DECLARED ALL OF CALIFORNIA COUNTIES EXCEPT SAN
FRANCISCO COUNTY...AS DISASTER AREAS DUE TO DROUGHT.

DECEMBER 17 2013...CALIFORNIA DEPARTMENT OF WATER RESOURCES FORMS A
DROUGHT MANAGEMENT TEAM.

JANUARY 7 2014 THE MENDOCINO COUNTY BOARD OF SUPERVISORS DECLARED A
LOCAL DROUGHT EMERGENCY FOR MENDOCINO COUNTY. THE COUNTY ALSO FORMED
A DROUGHT EMERGENCY AD HOC COMMITTEE.

JANUARY 17 2014...GOVERNOR JERRY BROWN DECLARED A DROUGHT STATE OF
EMERGENCY FOR CALIFORNIA.  GOVERNOR BROWN ALSO ASKED FOR A STATEWIDE
VOLUNTARY 20% REDUCTION IN WATER USAGE.

JANUARY 17 2014...CALFIRE`S MENDOCINO UNIT SUSPENDED BURNING ON
STATE RESPONSIBILITY LANDS IN MENDOCINO COUNTY. BURNING PERMITS ARE
NOW REQUIRED FOR ALL OUTDOOR BURNING.

JANUARY 23 2014...USDA APPROVED DISASTER DESIGNATION S3637.  THIS
DESIGNATION PLACED HUMBOLDT...TRINITY AND MENDOCINO COUNTIES ON THE
DROUGHT FAST TRACK.

FEBRUARY 4 2014...THE HOOPA VALLEY TRIBE DECLARED A DROUGHT
EMERGENCY.

FEBRUARY 14 2014...PRESIDENT OBAMA AND THE USDA ANNOUNCED ADDITIONAL
ASSISTANCE TO HELP FARMERS...RANCHERS AND RESIDENTS AFFECTED BY THE
DROUGHT IN CALIFORNIA. FOR MORE INFORMATION GO TO

FEBRUARY 28 2014..THE YUROK AND KARUK TRIBES HAVE DECLARED A
DROUGHT EMERGENCY.

THERE HAVE BEEN NUMEROUS REPORTS OF INDIVIDUALS HAVING TO DEEPEN
THEIR WELLS.

RESERVOIR OPERATORS HAVE REDUCED RESERVOIR OUTFLOW TO CONSERVE
WATER.

AGRICULTURAL IMPACTS INCLUDE REDUCED RANGE LAND GRASSES AND RANCHERS
AND DAIRY FARMERS HAVING TO PROVIDE SUPPLEMENTAL FEED FOR THEIR
HERDS. SOME ARE ALSO HAVING TO TRUCK IN WATER. THERE ARE REPORTS OF
CATTLE BEING SOLD BECAUSE IT IS TOO EXPENSIVE TO KEEP THEM FED AND
WATERED. THERE HAVE BEEN REPORTS OF A SIGNIFICANT INCREASE IN THE
PRICE OF HAY.

THE REDWOOD VALLEY COUNTY WATER DISTRICT (RVCWD)...MENDOCINO
COUNTY...STOPPED SUPPLYING WATER TO AGRICULTURAL CUSTOMERS. THE
DISTRICT IS LOOKING AT BEING OUT OF WATER IN AUGUST.  CUSTOMER
ALLOTMENT IS 50 GALLONS PER PERSON PER DAY.

MENDOCINO COUNTY HAD A MINIMAL FROST SEASON...ONLY 8 TO 9 NIGHTS OF
FROST PROTECTION WAS NEEDED IN LATE MARCH INTO EARLY APRIL. SO WHAT
LITTLE WATER THE FARMERS HAVE IN STORAGE CAN NOW BE USED FOR
IRRIGATION.

THE ANNUAL GRASSES RESPONDED TO THE FEBRUARY AND MARCH RAINS AND ARE
RESPONDING TO THE WARMER WEATHER. THE GRASSES ARE AT THEIR MAXIMUM
FOR THIS YEAR. THE GROWTH IS STUNTED BY ABOUT 40%...COMPARED TO
NORMAL.

CALIFORNIA STATE WATER RESOURCES CONTROL BOARD HAS CURTAILMENT ORDERS
PENDING FOR JUNIOR WATER RIGHTS HOLDERS. THESE ARE WATER RIGHTS
ISSUED AFTER 1914. THIS MEANS THEY ARE REQUIRED TO STOP DIVERTING
WATER FROM STREAMS AND RIVERS OR REDUCE THOSE DIVERSIONS. THE LOCAL
AFFECTED WATERSHEDS ARE THE MIDDLE FORK EEL RIVER AND RUSSIAN RIVER.

APRIL 25 2014...CALIFORNIA GOVERNOR JERRY BROWN SIGNED A SECOND
DROUGHT PROCLAMATION.  THIS PROCLAMATION WAIVES COMPLIANCE WITH THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT AND THE STATE WATER CODE FOR A
NUMBER OF ACTIONS...INCLUDING WATER TRANSFERS...WASTEWATER TREATMENT
PROJECTS...HABITAT IMPROVEMENT FOR WINTER-RUN CHINOOK SALMON
IMPERILED BY THE DROUGHT AND CURTAILMENT OF WATER RIGHTS. THE ORDER
ALSO SUSPENDS COMPETITIVE BIDDING REQUIREMENTS FOR DROUGHT RELATED
PROJECTS UNDERTAKEN BY THE DEPARTMENTS OF WATER RESOURCES...FISH AND
WILDLIFE...PUBLIC HEALTH AND OTHER STATE AGENCIES.
