INTERRUPTION SHOULD BE BRIEF, ON THE ORDER OF 30 SECONDS OR LESS.  THE
RESULTING CONFIGURATION SHOULD RESTORE EPSCS ABILITY TO PROVIDE
AUTOMATICALLY FAIL-OVER OF NECESSARY NETWORK COMPONENTS IN THE EVENT OF
FUTURE HARDWARE FAILURES.
