19Z BALLOON WAS LAUNCHED TO TEST NEW GROUND EQUIPMENT THAT WAS
INSTALLED TODAY...BUT NOT A BAD DAY FOR A `SPECIAL` LAUNCH WITH WEATHER
ACROSS THE REGION. TEMPERATURE INVERSION WAS ELEVATED BETWEEN 900
AND 4000 FEET AND THE FREEZING LEVEL WAS LOCATED NEAR 12300 FEET.
THE PRECIPITABLE WATER VALUE IS UP FROM THE 12Z SOUNDING TO 1.46
INCHES THIS AFTERNOON WITH THE SOUNDING SATURATED OR NEARLY
SATURATED UP TO 23000 FEET. WINDS ABOVE THE TEMPERATURE INVERSION
WERE MAINLY FROM THE SOUTHWEST. A PEAK WIND SPEED OF 139 KNOTS WAS LOCATED
AT 39300 FEET.
