Complicated scenario with rear-flank downdraft kicking through, helping to generate the funnel. This funnel very well could be a tornado, but no reports have come in from this area yet. Also, the hill in the foreground blocks the view of any possible debris at the base of the funnel and how close the funnel extends toward the ground.
