D. STORM TIDES AND HEIGHTS
THE GREATEST STORM TIDES OCCURRED OVER SOUTHERN BREVARD...INDIAN
RIVER...ST LUCIE...AND MARTIN COUNTIES NEAR AND TO THE RIGHT OF
WHERE JEANNE MADE LANDFALL. INITIAL ESTIMATES OF STORM TIDES ALONG
THE BEACHES RANGE FROM AROUND 6 FEET IN SOUTHERN VOLUSIA COUNTY TO
AROUND 8-10 FEET IN ST LUCIE COUNTY AND 6 TO 8 FEET IN MARTIN
COUNTY. FORTUNATELY JEANNE MADE LANDFALL AROUND THE TIME OF LOW TIDE
OR ELSE THE STORM TIDE WOULD HAVE BEEN MORE DEVASTATING FROM
SOUTHERN BREVARD TO MARTIN COUNTIES AS HIGH TIDES WERE RUNNING ABOVE
NORMAL AND WOULD HAVE BEEN UP TO AN 4 ADDITIONAL FEET IN SOME AREAS.
ON THE OTHER HAND...STORM TIDES AND ASSOCIATED DAMAGE WAS GREATER
THAN MIGHT BE EXPECTED IN THE NEW SMYRNA BEACH AREA AS THAT AREA
EXPERIENCED THEIR MAXIMUM SURGE LATER...DURING THE MORNING HIGH TIDE
WHICH WAS 4 FEET.   

E. BEACH AND INTRACOASTAL EROSION
BEACH EROSION WAS SEVERE FROM AROUND NEW SMYRNA BEACH SOUTHWARD TO
JUPITER INLET DUE TO THE COMBINATION OF HURRICANE FRANCES HITTING
THE SAME AREA THREE WEEKS EARLIER AND THE DIRECT EFFECTS OF THE
STRONGER HURRICANE JEANNE. HIGHWAY A1A WAS COVERED BY SAND AND
SALTWATER IN A NUMBER OF LOCATIONS FROM SOUTH BREVARD COUNTY TO VERO
BEACH TO MARTIN COUNTY. THIS TYPE OF EROSION IS TO BE EXPECTED FROM
A LANDFALLING CATEGORY 3 HURRICANE SUCH AS JEANNE...BUT WHAT WAS
UNUSUAL WAS THE SEVERE EROSION WITHIN THE INTRACOASTAL WATERWAY FROM
SOUTHERN BREVARD SOUTHWARD TO AROUND THE STUART AREA. PORTIONS OF
THE SOUTHBOUND LANES OF A1A WERE ERODED AWAY AND COLLAPSED ON
HUTCHINSON ISLAND ON THE EAST BANKS OF THE INDIAN RIVER LAGOON FROM
HIGH SURGE IN THE INDIAN RIVER AND BATTERING WAVES FROM WESTERLY
WINDS ON THE SOUTH AND BACKSIDE OF JEANNE'S CIRCULATION. SEVERE
EROSION OCCURRED ALONG THE WEST SHORE OF THE INDIAN RIVER LAGOON
FROM CENTRAL BREVARD THROUGH INDIAN RIVER COUNTIES. PORTIONS OF THE
NORTHBOUND LANE OF HIGHWAY ONE WERE UNDERMINED AND COLLAPSED IN THE
MELBOURNE..MICCO AND BAREFOOT BAY AREAS AND THE SEBASTIAN RIVER
BRIDGE WAS DAMAGED BY EROSION AND CLOSED FOR AT LEAST A WEEK FOR
EVALUATION AND REPAIRS. SEVERE EROSION ALSO OCCURRED ALL ALONG THE
WEST BANK OF THE LAGOON IN INDIAN RIVER COUNTY.

F. FLOODING...MAJOR FLOODING IMPACTS OCCURRED AS A RESULT OF HEAVY
RAINS FALLING OVER AREAS THAT WERE ALREADY SATURATED FROM HURRICANE
FRANCES. THE MOST WIDESPREAD FLOODING WAS REPORTED OVER SOUTH
BREVARD AND OSCEOLA COUNTIES...AND TWO FLOODING DEATHS WERE
ATTRIBUTED TO JEANNE IN SOUTH BREVARD COUNTY. A WEEK AFTER
LANDFALL...MAJOR RIVER FLOODING CONTINUES IN PROGRESS OVER THE
MIDDLE ST. JOHNS RIVER BASIN AND IS FORECAST TO CONTINUE FOR SEVERAL
MORE DAYS. THE RIVER STAGES ARE HIGHER THAN HAS BEEN EXPERIENCED IN
DECADES...AND A RECORD HIGH FLOOD STAGE IS FORECAST AT THE POINT
ABOVE LAKE HARNEY NEAR GENEVA. MANY RESIDENCES AND BUSINESSES NEAR
THE ST. JOHNS RIVER ARE EXPERIENCING SIGNIFICANT IMPACTS FROM THE
FLOODING.

G. TORNADOES...DETAILED AERIAL SURVEYS REVEALED A NUMBER OF TORNADO
OR TORNADO LIKE DAMAGE STREAKS OVER SOUTHERN BREVARD...INDIAN RIVER
AND ST LUCIE COUNTIES. MOST OF THESE OCCURRED IN THE EYEWALL OR
INNER MOST RAINBANDS. WHAT WAS EVIDENT FROM THE AIR IS THAT WITHIN
THE LARGE AREA OF GENERALLY SIMILAR HIGH WINDS AND DAMAGE THERE WERE
MUCH SMALLER SWATHS OF MORE EXTREME DAMAGE THAT RESULTED FROM EITHER
ENHANCED CONVECTION ROTATING AROUND THE EYEWALL MIXING DOWN MUCH
STRONGER WINDS SIMILAR TO AN INTENSE DOWNBURST OR ACTUAL EYEWALL
TORNADOES. THESE EYEWALL TORNADOES OR MINI SWIRLS AS DOCUMENTED BY
DR. TED FUJITA IN THE EYEWALL OF HURRICANE ANDREW IN 1992 ARE UNLIKE
WHAT WE TRADITIONALLY THINK OF AS TORNADOES AND ARE NOT WELL
DOCUMENTED. TWO CLEAR TORNADO TRACKS WERE EVIDENT FROM THE AIR OVER
BAREFOOT BAY IN SOUTHERN BREVARD COUNTY WHERE DESTRUCTION WAS MOST
SEVERE AND THERE WERE A NUMBER OF AREAS OF CONCENTRATED FOREST BLOW
DOWNS AND ENHANCED DAMAGE ELSEWHERE IN SOUTHERN BREVARD AND INDIAN
RIVER COUNTIES. ANOTHER NOTEWORTHY AREA OF UNUSUAL WIND DAMAGE WAS
TO A CONDOMINIUM AND CONCRETE POWER LINES NORTH OF THE FORT PIERCE
INLET. THE MOST SEVERE INLAND DAMAGE TO OSCEOLA AND OKEECHOBEE
COUNTIES ALSO LIKELY RESULTED FROM ENHANCED CONVECTION WITHIN THE
EYEWALL. RADAR LOOPS OF EXAMPLES OF THESE FEATURES AND DETAILED
LOOPS OF THE EYEWALL AS IT MOVED ACROSS CENTRAL FLORIDA CAN BE
VIEWED AT THE NWS MELBOURNE HURRICANE JEANNE WEBSITE:

H. STORM EFFECTS...DAMAGE AND IMPACTS BY COUNTY.

VOLUSIA COUNTY...PRELIMINARY DAMAGE ESTIMATE - $59.5 MILLION.
FLOODING AFFECTED MORE THAN 200 PROPERTIES COUNTYWIDE, INCLUDING
SINGLE FAMILY HOMES, APARTMENTS, AND BUSINESSES.

BREVARD...PRELIMINARY DAMAGE ESTIMATE IS $320.4 MILLION. 14207
RESIDENCES DAMAGED - 892 RESIDENCES DESTROYED.  A MAN DROWNED IN
PALM BAY WHEN HIS TRUCK RAN OFF THE ROAD INTO A DEEP DITCH IN PALM
BAY. 

INDIAN RIVER COUNTY...PRELIMINARY DAMAGE ESTIMATE - $2 BILLION.
41000 RESIDENCES WITH MINOR DAMAGE.  8300 RESIDENCES WITH MAJOR
DAMAGE OR DESTROYED.  

ST. LUCIE COUNTY...PRELIMINARY DAMAGE ESTIMATE  - $1.2 BILLION. ON
SEP 28TH A 34 YEAR OLD TRUCK DRIVER WAS KILLED WHEN HIS TRUCK RAN
