.SOUTHWEST WINDS HAVE INCREASED AHEAD OF AN APPROACHING UPPER
LEVEL STORM SYSTEM, WHICH IS ALSO TRANSPORTING VERY DRY AIR INTO
SOUTHWEST TEXAS AND SOUTHEAST NEW MEXICO.  CRITICAL FIRE WEATHER
CONDITIONS HAVE DEVELOPED IN THE GUADALUPE MOUNTAINS, WITH RH/S
DROPPING TO 15 PERCENT OR BELOW THIS AFTERNOON. EXPECT RH/S WILL
STAY BELOW 15 PERCENT WELL INTO THE NIGHT, AND SINCE 20 FOOT WIND
SPEEDS ARE EXPECTED TO REMAIN ABOVE 20 MPH SUSTAINED DURING THIS
