RIVER IN SOUTHEAST NEW MEXICO AND WEST TEXAS THIS MORNING.
VISIBILITIES MAY DROP TO AROUND ONE QUARTER MILE AND RAPID CHANGES
IN VISIBILITY MAY OCCUR IN SHORT DISTANCES.
