MEXICO...SOUTHWEST TEXAS AND WESTERN TEXAS.

ISOLATED TO SCATTERED THUNDERSTORMS ARE EXPECTED THIS MORNING.
THE MAIN THREAT IS MODERATE TO HEAVY RAINFALL...WHICH COULD
RESULT IN FLASH FLOODING ACROSS THE SOUTHEAST PERMIAN
BASIN...LOWER TRANS PECOS...AND BIG BEND AREA. A FLASH FLOOD WATCH
IS IN EFFECT.
