TO NEAR 15 PERCENT OVER PORTIONS OF SOUTHEAST NEW MEXICO AND WEST
TEXAS EACH AFTERNOON THROUGH WEDNESDAY.  HOWEVER, EAST TO SOUTHEAST
20 FOOT WINDS WILL MAINLY STAY BELOW 20 MPH SUSTAINED AND CRITICAL
FIRE WEATHER CONDITIONS ARE NOT EXPECTED.  RECOVERY WILL BE FAIR TO
