AND WEST OF THE UPPER TRANS PECOS SUNDAY THROUGH TUESDAY.  20 FOOT WINDS
ARE EXPECTED TO MOSTLY BE BELOW 20 MPH EXCEPT ACROSS PORTIONS OF THE
