...A FLASH FLOOD WATCH IS IN EFFECT THROUGH TONIGHT FOR THE
LOWER TRANS PECOS AND PERMIAN BASIN...

.A LARGE UPPER LOW WILL CONTINUE MOVING SLOWLY INTO THE ROCKY
MOUNTAINS TONIGHT.  THUNDERSTORMS ARE EXPECTED TO DEVELOP OVER
THE HIGHER TERRAIN OF SOUTHWEST TEXAS THIS AFTERNOON AND INCREASE
IN COVERAGE TO THE NORTH AND EAST THROUGH THE REMAINDER OF THE
DAY AND TONIGHT.  AVAILABLE MOISTURE REMAINS WELL ABOVE
NORMAL, AND THUS STORMS THAT DEVELOP ARE EXPECTED TO BE EFFICIENT
RAINFALL PRODUCERS.  GIVEN THE SLOW MOVEMENT OF THE UPPER LOW AND
ANTICIPATED WIDESPREAD PRECIPITATION BY THE AFTERNOON...CELL
TRAINING WILL BE A MAJOR CONCERN... PARTICULARLY FROM THE BIG BEND
AREA NORTHEAST ACROSS THE EASTERN PERMIAN BASIN AND WESTERN LOW
ROLLING PLAINS. THE POTENTIAL FOR HEAVY RAINFALL AND FLASH

SOUTHEAST NEW MEXICO...THE TRANS PECOS AND PERMIAN BASIN...

.A LARGE UPPER LOW WILL MOVE SLOWLY TOWARD THE REGION THROUGH
SATURDAY. THUNDERSTORMS ARE EXPECTED TO DEVELOP OVER THE HIGHER
TERRAIN THIS AFTERNOON, THEN SPREAD EASTWARD INTO THE LOWER TRANS
PECOS THIS EVENING. MORE THUNDERSTORMS ARE EXPECTED TO DEVELOP
