...A FLASH FLOOD WATCH IS IN EFFECT THROUGH SATURDAY AFTERNOON FOR
SOUTHEAST NEW MEXICO...THE TRANS PECOS AND PERMIAN BASIN...

.A LARGE UPPER LOW WILL MOVE SLOWLY TOWARD THE REGION THROUGH
SATURDAY. THUNDERSTORMS ARE EXPECTED TO DEVELOP OVER THE HIGHER
TERRAIN THIS AFTERNOON, THEN SPREAD EASTWARD INTO THE LOWER TRANS
PECOS THIS EVENING. MORE THUNDERSTORMS ARE EXPECTED TO DEVELOP
OVER THE UPPER TRANS PECOS AND SOUTHEAST NEW MEXICO THIS EVENING,
THEN SPREAD EASTWARD ACROSS THE NORTHERN PERMIAN BASIN. ALL OF
THESE STORMS WILL BE CAPABLE OF PRODUCING HEAVY RAINFALL, AND
COULD RESULT IN FLASH FLOODING, ESPECIALLY IN AREAS WHICH HAVE
ALREADY HAD HEAVY RAINFALL RECENTLY. AS THE UPPER LOW NEARS THE
REGION SATURDAY, MORE THUNDERSTORMS ARE EXPECTED TO DEVELOP TO THE
EAST OF THE HIGHER TERRAIN. SINCE THE ATMOSPHERE WILL CONTAIN
ABOVE NORMAL AMOUNTS OF MOISTURE, AND STORMS COULD BECOME FAIRLY
WIDESPREAD, THE POTENTIAL FOR HEAVY RAINFALL AND FLASH FLOODING
WILL EXIST OVER MUCH OF THE PERMIAN BASIN THROUGH THE DAY
SATURDAY.

* FLASH FLOOD WATCH FOR PORTIONS OF SOUTHEAST NEW MEXICO AND
  TEXAS...INCLUDING THE FOLLOWING AREAS...IN SOUTHEAST NEW
  MEXICO...CENTRAL LEA COUNTY...EDDY COUNTY PLAINS...GUADALUPE
  MOUNTAINS OF EDDY COUNTY...NORTHERN LEA COUNTY AND SOUTHERN
  LEA COUNTY. IN TEXAS...ANDREWS...BORDEN...CRANE...DAWSON...
  ECTOR...GAINES...GLASSCOCK...HOWARD...LOVING...MARTIN...

* RAINFALL AMOUNTS OF 1 TO 2 INCHES ARE POSSIBLE...WITH LOCALLY
  HIGHER AMOUNTS OF 3 INCHES.

* RAPID RUNOFF FROM HEAVY RAINFALL MAY RESULT IN FLASH FLOODING OF
  FLOOD PRONE AND URBAN AREAS.

A FLASH FLOOD WATCH MEANS THAT CONDITIONS MAY DEVELOP THAT LEAD
TO FLASH FLOODING. FLASH FLOODING IS A VERY DANGEROUS SITUATION.
