SOUTHEAST NEW MEXICO...THE GUADALUPE AND DAVIS MOUNTAINS...VAN
HORN REGION...MOST OF THE TRANS PECOS AND THE PERMIAN BASIN...

.THE REMNANTS OF TROPICAL STORM ODILE...LOCATED IN SOUTHEAST NEW
MEXICO THIS MORNING...WILL CONTINUE TO BRING THE POTENTIAL FOR
HEAVY RAIN TO SOUTHEAST NEW MEXICO AND MUCH OF SOUTHWEST TEXAS
THROUGH TONIGHT WITH A DECREASING THREAT BY MID DAY MONDAY.
RAINFALL RATES EXCEEDING 2 INCHES PER HOUR ARE POSSIBLE IN THE
WATCH AREA. SOILS ARE PARTICULARLY SATURATED OVER SOUTHEAST NEW
MEXICO...THE UPPER TRANS PECOS AND MUCH OF THE PERMIAN BASIN. ANY
RAINFALL THAT OCCURS WILL LIKELY PRODUCE QUICK RUNOFF RESULTING IN
FLASH FLOODING AND FLOODING OF AREAS PRONE TO FLOODING.

  TEXAS...ANDREWS...BORDEN...CRANE...DAVIS/APACHE MOUNTAINS
  AREA...DAWSON...ECTOR...GAINES...GLASSCOCK...GUADALUPE

  AREA TODAY...WITH ISOLATED AMOUNTS OF 3 TO 5 INCHES POSSIBLE...
  PARTICULARLY IN SOUTHEAST NEW MEXICO AS WELL AS THE CENTRAL AND
  NORTHERN PERMIAN BASIN.

* FLOODING OF RIVERS...CREEKS...ARROYOS...LOW WATER CROSSINGS
  AND CITY STREETS WILL BE POSSIBLE.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLASH FLOOD WATCH MEANS THAT CONDITIONS MAY DEVELOP THAT LEAD
TO FLASH FLOODING. FLASH FLOODING IS A VERY DANGEROUS SITUATION.
WITH SATURATED SOILS...RUNOFF CAN CAUSE FLASH FLOODING QUICKLY.
