SOUTHEAST NEW MEXICO...THE GUADALUPE MOUNTAINS...VAN HORN
REGION...AND UPPER TRANS PECOS REGION...

.TROPICAL MOISTURE WILL REMAIN ACROSS SOUTHEAST NEW MEXICO AND
SOUTHWEST TEXAS TODAY CONTINUING TO BRING THE POTENTIAL FOR HEAVY
RAIN THROUGH TUESDAY MORNING. RAINFALL RATES EXCEEDING 1 INCH PER HOUR
ARE POSSIBLE WITHIN THE WATCH AREA...AND COMBINED WITH SATURATED
SOILS WILL LIKELY PRODUCE QUICK RUNOFF RESULTING IN FLASH
FLOODING...ESPECIALLY AT LOW WATER CROSSINGS AND AREAS WITH POOR
DRAINAGE.

TEXAS HAS BEEN CANCELLED. THE THREAT FOR HEAVY RAINFALL LEADING
TO FLASH FLOODING HAS ENDED. THESE AREAS HAVE NOT RECEIVED MUCH
RAIN LATELY LEAVING SOILS UNSATURATED...WITH ONLY LOW CHANCES FOR
ADDITIONAL SHOWER AND THUNDERSTORM DEVELOPMENT THROUGH TUESDAY.

* PORTIONS OF SOUTHEAST NEW MEXICO AND TEXAS...INCLUDING THE
  FOLLOWING AREAS...IN SOUTHEAST NEW MEXICO...CENTRAL LEA
  COUNTY...EDDY COUNTY PLAINS...GUADALUPE MOUNTAINS OF EDDY
  COUNTY...NORTHERN LEA COUNTY AND SOUTHERN LEA COUNTY. IN
  TEXAS...GUADALUPE MOUNTAINS...LOVING...REEVES COUNTY AND UPPER
  TRANS PECOS...VAN HORN AND HIGHWAY 54 CORRIDOR...WARD AND
  WINKLER.

* THROUGH TUESDAY MORNING

* AN ADDITIONAL 1 TO 2 INCHES OF RAIN IS POSSIBLE IN THE WATCH
  AREA TODAY...WITH ISOLATED AMOUNTS OF UP TO 3 INCHES POSSIBLE.

* FLOODING OF RIVERS...CREEKS...ARROYOS...LOW WATER CROSSINGS
  AND CITY STREETS WILL BE POSSIBLE.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLASH FLOOD WATCH MEANS THAT CONDITIONS MAY DEVELOP THAT LEAD
TO FLASH FLOODING. FLASH FLOODING IS A VERY DANGEROUS SITUATION.
WITH SATURATED SOILS...RUNOFF CAN CAUSE FLASH FLOODING QUICKLY.
