HIGHLANDS ACROSS THE MIDDLE RIO GRANDE VALLEY AND MOST OF THE
EASTERN PLAINS DUE TO STRONG WINDS AND LOW HUMIDITIES...

.AN EXTENDED PERIOD OF WELL ABOVE NORMAL TEMPERATURES...VERY LOW
MINIMUM RELATIVE HUMIDITIES...AND UNSTABLE ATMOSPHERIC CONDITIONS
