The National Weather Service authors Severe and Winter Weather guides annually. The guides serve to educate the public about hazardous weather and how to prepare for severe and winter storms.
Winter Guide (Ice Storms of Dec 2000/Pg 1)
 
Heavy ice was seen on traffic lights along Camp Robinson Road in North Little Rock on 12/13/2000. Icing is common in Arkansas during the winter. In most cases, there will be a light coating of ice on exposed surfaces, with the ice melting in a day or so. This was not the case in December, 2000...with two major ice storms on the 12th and 13th and from the 25th through the 28th.

Heavy accumulations of ice (in some cases up to 3 inches) made trees and power lines heavy...with massive tree damage noted and over 600,000 people without electricity. In the aftermath of the ice storms, many trees across Arkansas were bent due to the weight of the ice. Such was the case about 8 miles south of Paron (Saline County) on 01/20/2001.

The Setup
Arctic high pressure ("H" in the picture) provides the cold air from the north...but the air is often shallow in Arkansas. In Arkansas, forecasting wintry precipitation almost always depends on how deep the cold air is across the state.
