The FEBRUARY WINNER chosen for this month's honor developed on the 21st at 410am near Walnut Grove in southeastern Leake County about 25 miles northeast of the radar. Another low instability and high shear environment created this storm with VILs peaking only in the low 30s kg/m*m while a moderate Mesocyclone with a depth of at least 7,000 feet and a Shear of 28(e-3/s) over a 0.8nm diameter at the lowest altitude. The 4-Panel Cell Trend image below also shows that Hail and VIL Algorithms once again peaked before rotation increased(an appearance of weakening when velocities were increasing-beware).
