Mr. Smith's narrative corresponds well with the development of the National Weather Service across the country. From 1870 to 1891, the government weather agency(named "Division of Telegrams and Reports for the Benefit of Commerce") was under the Signal Service. Most forecasts actually originated in Washington, D.C. with observations provided by field offices.
