NORTHWEST AT 20 MPH.

  HAZARD...WINDS UP TO 40 MPH AND HEAVY RAIN.

  IMPACT...PEOPLE OUTDOORS SHOULD SEEK SHELTER IMMEDIATELY. EXPECT
           MINOR DAMAGE TO TREE LIMBS AND BLOWING AROUND OF
           LIGHT...UNSECURED OBJECTS. MOTORISTS SHOULD SLOW DOWN AND
