FLASH FLOOD WARNING

PRODUCT:  Flash Flood Warning (FFW)

REFERENCE: WSOM Chapter E-20, Section 6

ISSUED BY:  All Warning Offices

PURPOSE:  The FFW is an urgent notification that a flash flood (see WSOM E-20 section 2)  is imminent or occurring in the warned area.  It is used to notify local media (through EAS activation), government agencies, and the public of the increased threat to life and property.

CHANGES:  Programatic changes to WSOM E-20 have had no significant impact on the FFW or its purpose.

COMMENTS: As indicated above, the FFW should be issued when flash flooding is occurring or expected to occur.  Besides the required communications and MND header information, FFWs shall contain the name of the issuing office, the valid time of the warning, and the affected county (or portion).  FFWs should be as specific as possible, with ground-truth reports of flooding or heavy rainfall if available.  FFWs should also contain a short list of communities near the stormís projected path and, since flash flood safety is a major concern, call-to-action statements should appear in the warning.
