On the morning of October 13th, 2013, a complex of showers and thunderstorms began developing between Eagle Pass and Cotulla. These showers and thunderstorms continued to develop and move over nearly the same area throughout the morning and afternoon hours on the 13th. The combination of a slow-moving outflow boundary, a deep layer of very moist air from both the Gulf of Mexico and Pacific, and upper level forcing from a weak disturbance and a jet stream all resulted in 6 to 8 inches occurring in western portions of La Salle, northwest Duval, and western Webb counties. Further west across Dimmit and Zavala counties, rainfall amounts exceeded 10 inches in some locations. Crystal City had the highest measured rainfall amount of 13.88 inches while Carrizo Springs measured around 11.39 inches with this event.

Due to the very heavy rains which fell across the upper reaches of the Nueces River Watershed, major river flooding was the result between Asherton and the headwaters of Lake Corpus Christi. The Nueces River at Asherton recorded a crest of 29.70 feet on the 14th. This is the 5th highest all-time crest on record for Asherton. The Nueces River at Cotulla recorded a crest of 22.81 feet on the 17th. This is the 4th highest all-time crest on record for Cotulla. South of Tilden on the Nueces River, a crest of 23.50 feet on the 17th was measured. This is the 3rd highest all-time crest for South of Tilden on the Nueces River. The Nueces River at Three Rivers recorded a crest of 38.95 feet on the 21st. This is the 10th highest all-time crest for Three Rivers. Widespread lowland flooding several miles from the main Nueces River channel has occurred along the Nueces River between Asherton and the headwaters of Lake Corpus Christi. Many homes, roads, farm and oil field equipment, and cattle were flooded and cut off due to the major flooding. The Rio Grande River at Laredo and Columbia Bridge even briefly experienced minor flooding.
