A slow moving low pressure across the Carolinas brought another round of steady rains to parts of the Carolinas especially from November 21st to the 23rd. The slow exit of the storm system was attributed to the strong surface ridge axis that was in place from the Maine to the Gulf Coast. The tight pressure gradient from the Northeast to Carolina Coast leading to a strong onshore moisture flow. The result was steady moderate to heavy rainfall in eastern North Carolina and northern sections of South Carolina.
