I.  Summary

From August 30th to September 2, 2006, Tropical Storm Ernesto tracked across the southern half of Florida before moving northward across the eastern third of North Carolina and Virginia.  Ernesto produced rainfall amounts of generally 5 to 10 inches along and near to its track.   Much of this rain across eastern North Carolinas and Virginia fell on top of soils that were already very wet from previous heavy convective rains a day before.   This combination produced major flooding across parts of the lower end of the Cape Fear Basin in addition to moderate flooding on the Blackwater river in the Chowan basin.  Moderate flooding was also observed on Fisheating Creek at Palmdale in South Florida as additional rains in the wake of Ernesto increased local runoff.
