Persistent moderate to heavy rainfall associated with a slow-moving low pressure system across the Carolinas brought several rivers to flood across parts of the Chowan River Basin from October 6th to October 10th. The hardest hit was the Blackwater river near Franklin, Virginia where flood waters rose well into major flooding, reaching levels not seen since Hurricane Floyd's record flooding in September 1999.
